Financial Specialist

As a Financial Specialist, you will:
Use generally accepted accounting principles, financial and accounting theories, practices, methods, and techniques; and understand, interpret, and apply complex laws, regulations, policies and procedures to assure that both administrative, engineering, and other program areas understand the intricacies of reimbursement. Explain policies, regulations, and procedures and their application to specific cases; and follow up to assure that appropriate actions are taken and effective methods are adopted regarding federal regulations, policies, and practices involving Federal-aid reimbursement. Use operating programs and understand the interrelationships among the programs; and develop solutions to complex operating problems. Use FHWA's automated financial management/accounting information system to monitor, investigate, and analyze activities, ensuring the integrity of the financial system and data. Investigate, research, and analyze reimbursable overhead, equipment depot, and project plans. Develop internal procedural changes and modifications to present operations for improving processes, controls, and internal system integrity. The ideal candidate for this position is a highly motivated person who is looking to expand their knowledge and experience in governmental finance, budgets, and financial systems. To meet the minimum qualifications for this position, you must (1) meet the Mandatory Education Requirement for the series, (2) provide a copy of your transcripts or other applicable documentation for verification, AND (3) meet the specialized experience requirements for each grade. (1) All applicants must meet the education requirements under A or B to qualify for positions under the 0510 series:
A. Degree:
accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing in this standard. Similarly, accountant should be interpreted, generally, as accountant and/or auditor.) OR B. Combination of education and
Experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Qualifications:
To determine which grade(s) you are eligible for, review the following grade specific details. You will be asked questions as part of your application but make sure to verify how you meet this experience in your resume or you may be deemed ineligible. If qualifying on education, it must have been gained in a curriculum that is qualifying for this position. For the GS-09:
On Experience, you must have at least one year of experience, equal or equivalent to the GS-07 grade level, which included:
Experience utilizing automated financial systems and software to monitor, track, analyze, and report financial and project data; AND Experience ensuring the proper maintenance of project cost records, operating expense accounts, and/or reimbursable accounts. Or on Education, you must have at least 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also have a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. For the GS-11:
On Experience, you must have at least one year of experience, equal or equivalent to the GS-09 grade level, which included:
Experience interpreting laws, regulations, policies, procedures, guidelines, and other technical material related to financial programs; Experience using program review and evaluating techniques to provide assistance with studies and analyses of financial management problems and financial management systems; AND Experience applying generally accepted accounting principles, processes, and practices in addition to applicable laws, procedures, and guidance involved in financial management issues. Or on Education, you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree. You can also have a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Accounting Operations - Knowledge of general ledger accounting and the control/subsidiary account relationships and reconciliation techniques, including accounts receivable, accounts payable, and disbursing officer's accountability. Principles of Finance - Knowledge of the basic principles, practices, and methods of financial management to include requisitions, apportionment's, allotments, investments, fiscal management, activity reporting, and fiscal year guidelines. Communication - Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed. Computer Skills - Uses computers, software applications, databases, and automated systems to accomplish work. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
